The Challenge
A USAID-funded education improvement program operating across four MENA countries needed a rigorous monitoring and evaluation partner to measure program impact on student learning outcomes, teacher effectiveness, and school management practices. The M&E design required baseline and endline surveys of 45,000 students, teachers, and parents across 500 schools, along with quarterly performance monitoring visits. Previous M&E contractors had struggled with access to schools in conflict-affected areas of Lebanon and logistical challenges in rural Morocco.
Our Solution
Ginger Research assembled a dedicated M&E team of 10 researchers and 70 field interviewers across the four countries, managed from our Amman office with local coordination in each country. We designed a mixed-methods evaluation framework combining structured student assessments, teacher classroom observation protocols, parent surveys, and semi-structured interviews with school administrators. Our field teams leveraged existing relationships with education ministries to secure school access, and we developed conflict-sensitive protocols for data collection in areas of Lebanon affected by the Syrian refugee crisis. Quarterly monitoring reports provided USAID with real-time program performance indicators against agreed targets.
Results
- Completed 45,000 baseline and endline interviews across 500 schools in four countries
- Evaluation findings demonstrated statistically significant improvements in student learning outcomes
- Quarterly monitoring reports enabled mid-course corrections that improved program targeting
- Program renewed for an additional three years based on the strength of M&E evidence
