The Challenge
A Saudi government ministry responsible for labor and workforce development needed comprehensive, nationally representative data on employment patterns, skills gaps, and workforce participation to inform Saudi Vision 2030 policy decisions. The study required 30,000 household interviews across all 13 administrative regions of Saudi Arabia, including remote and traditionally hard-to-reach areas. Cultural sensitivities around interviewing female household members and the need for gender-matched interviewers added significant operational complexity.
Our Solution
Ginger Research mobilized a team of 400 Saudi national interviewers, including 180 female interviewers to conduct interviews with female respondents in compliance with cultural norms. Our Riyadh office coordinated logistics across all 13 regions, deploying teams to remote areas using a hub-and-spoke model with regional staging centers. The CAPI questionnaire was developed in collaboration with the ministry's economists and incorporated Arabic-language labor market terminology validated through cognitive testing. GPS verification confirmed that interviews were conducted at sampled household addresses, and a 15% back-check rate ensured data integrity.

- Achieved 91% response rate including historically underrepresented female workforce segments
