The Challenge
A Jordanian national energy utility planning a $50 million grid modernization and renewable energy investment needed reliable consumer data on energy usage patterns, willingness to pay for improved service, and attitudes toward solar energy adoption. The study required 15,000 household interviews covering all 12 governorates, including densely populated urban areas in Amman and Irbid as well as sparsely populated rural regions in the south. Previous internal surveys had suffered from low response rates and questionable data quality, undermining confidence in planning assumptions.
Our Solution
Ginger Research deployed 200 trained interviewers from our Amman office across all 12 Jordanian governorates using a stratified random sampling design developed in collaboration with the utility's planning engineers. The CAPI questionnaire included a discrete choice experiment to measure willingness to pay and a module on solar panel adoption barriers. Interviewers were trained on energy terminology and equipped to explain technical concepts to respondents. Our QA platform flagged 340 interviews for back-checking based on completion time anomalies, of which 12 were rejected and replaced, ensuring final data integrity.
Results
- Completed 15,000 household interviews across all 12 governorates with a 93% response rate
- Data directly informed the utility's $50 million infrastructure investment plan
- Identified that 68% of households were willing to pay 10-15% more for reliable 24/7 electricity
- Findings on solar adoption barriers led to a government subsidy program for residential solar panels
